U586 * REVALUED STAMPED ENVELOPE 16c TO 15c. First day cover with Webcraft add-on cachet (applied in 2000-2004 time period) of the 16c envelope revalued to 15c, issued in 1978. This envelope was not issued without the surcharge. It was printed in anticipation of a 16c first class rate, but the Postal Rate Commission only approved an increase to 15c. The Webcraft name and the year the cachet was applied are printed under the flap. Seller has 100% positive feedback from over 4000 different buyers on eBay. APS #91191; AFDCS #26111.
